The mission of the Public Works Department is to provide engineering services on City-related projects and inspection services to citizens and firms in a timely and efficient manner; maintain public streets, rights-of-ways, drainage ways, equipment, municipal vehicles; and process and dispose of materials that are placed out for collection by residents and small businesses in a manner that is cost effective and enhances the community's livability. This will be achieved by the following actions:
  • Providing technical assistance to the City Manager and Tuskegee Planning Commission on all engineering concerns
  • Developing and maintaining an accurate mapping database
  • Maintaining residential, industrial, and commercial code enforcement
  • Developing and maintaining a plan review process
  • Inspecting homes and business structures
  • Maintaining the appearance of the City's rights-of-ways through grass cutting, curb trimming, and brush and weed control
  • Providing environmentally sound management of the City's solid waste collection system
  • Constructing, installing, repairing, and maintaining the City's streets, sidewalks, and drainage systems.
  • Maintaining the City's vehicle fleet and equipment in a timely manner

FY 08 Goals

Engineering and Inspections Division
  1. Work with the Office of the City Manager to analyze the space needs of the Streets and Solid Waste Division to develop a plan to secure the expansion of the facilities through construction of new facilities by December 31, 2007.
  2. Work with Alabama Department of Economic and Community Affairs to update FEMA Flood Maps by September 30, 2008.
  3. Contract with a consultant to develop a comprehensive Public Works Manual that consolidates all design standards currently contained in the Zoning Ordinances, Subdivision Regulations, and State and City Code as well as departmental policies, standards & specifications by September 30, 2008.
  4. Develop a City of Tuskegee Standard Specifications incorporating state and local construction codes, lessons learned from past experiences, best practices, and industry guidelines by March 30, 2008. The standard will establish uniform engineering and technical requirements for processes, procedures, practices, and methods that have been adopted as standard, including requirements for selection, application, and design criteria of an item.
  5. Continue the removal of abandoned/dilapidated structures by targeting at least fifteen (15) buildings for demolition by September 30, 2008.
  6. Continue the development of the Inspections Division staff to become certified in an area of inspection or plan review by September 30, 2008. Work with the Information Technology Department to purchase and install equipment to enable inspectors to enter inspection results from the field as well as retrieve information such as inspection request by September 30, 2008.
  7. Complete and distribute a brochure for all vendors with a business license in the City enabling them to have the permit process at hand by September 30, 2007.
Streets and Solid Waste Division
  1. Install new traffic and street signs throughout the City by September 30, 2008.
  2. Continue to rebuild and repair an estimated 200 feet of broken sidewalk by September 30, 2008.
  3. Improve storm sewer infrastructure, including ditch maintenance and piping projects, by completing at least one miles of ditch and stream maintenance by September 30, 2008.
  4. Perform repairs on 5 miles of streets by September 30, 2008.
  5. Replace and repair 10 old style inlets by September 30, 2008.
  6. Resurface various streets throughout the City based on condition rating and available funding by September 30, 2008.
  7. Provide the opportunity for departmental personnel to obtain Pesticide Applicator License by September 30, 2008.
  8. Reduce the number of legitimate solid waste service complaints by at least five percent over FY 07 by September 30, 2008.
  9. Conduct a review of the City's Solid Waste Ordinance and recommend adjustments by March 30, 2008.
Fleet Services Division
  1. In consideration of interdepartmental needs and to ensure adherence to new 2007 federal emissions standards, evaluate the Fleet Services Division's vehicle/equipment maintenance and replacement program, and make adjustments as appropriate by September 30, 2008.
  2. Provide the opportunity for departmental personnel to obtain Automotive Service Excellence Certification by September 30, 2008.
